Human Rights Committee
HMEA’s Human Rights Committees promote the human dignity and protect the legal rights of the people we serve.
The Franklin Human Rights Committee serves the Attleboro/Raynham Residential and Shared Living Area, the Bellingham and Plainville Day Habilitation Programs and Community Partners, and the Hopedale and Plainville Employment programs.
The Worcester Human Rights Committee serves the Uxbridge and Worcester Residential and Shared Living Program, the Millbury Center Day Habilitation and the Sterling Center Day Habilitation, and the Sterling Center Employment Programs.
The Human Rights Committees have five voting members. At least three of these members are individuals receiving HMEA services or the parents or advocates of individuals receiving services through HMEA. Members also include allied health professionals, a psychologist or Masters-level practitioner, and a legal professional.
The committees hold at least quarterly meetings. Three voting members are needed to meet quorum.

Family Action Council
HMEA’s Family Action Council (FAC) is a family-to-family network. Its mission is to have HMEA staff and families work together to advocate for and provide sustainable services, such as:
- Parent-to-parent networking
- Education
- Resource identification
- Volunteerism
The goal of the FAC is to engage and empower families to advocate for services and supports for their loved ones. The FAC generally meets quarterly at 6:30pm at HMEA’s Admin Office in Franklin, MA. These meetings are designed to help families network, share ideas and information, find available resources in Massachusetts and collaborate with HMEA regarding services. There are also parent-to-parent mentoring groups that assist new families coming into the adult services system and help them acclimate into HMEA’s community. These groups meet either monthly or quarterly at their individual programs.
Anyone who has a family member attending an HMEA program is welcomed to attend.
